Texas 'Ghost Gun' Case Reaches SCOTUS

The Supreme Court will take up a gun rights case involving a Texas judge's ruling in favor of the makers and sellers of so-called ghost guns. They're made from kits and can be bought with no background check. The ATF recently required the kits to come with serial numbers, thereby giving the government more power to regulate them. The question before the high court is whether the ATF has the power to change gun rules or if that must come from Congress.
